Allows settings to be saved even if all keybinds are not set, reversing a weird feature introduced in patch 2.1.

Fastest mod I've ever made, lol. Patch 2.1 added a prompt that tells you not all actions have keybinds and prevents you from saving ANY settings, even graphics settings. This is happneing as soon as you try to change any setting since this patch even if you haven't changed any keybinds if you previously had actions that were unbound.

- To install this mod, extract the zip file into the Cyberpunk 2077 installation folder.
