Put simply, this mod removes the Arcane Enchanters from the towns and cities, essentially soft-locking Enchanting to behind the College of Winterhold as seems to be indicated in the Lore. This also came about as my Warrior type characters, normally not magically inclined, could get up to around 50 in Enchanting skill just by disenchanting random loot. Also inspired by Oblivion's enchanting being locked behind the Arcane University.
This also deletes a "quest" by Farangar Secret-Fire in Whiterun that points you towards a Arcane Enchanter since it no longer exists!
This mod doesn't touch the tables in player homes, dungeons and Tel Mithryn. Let me know if you would like a "hardcore" version that removes more of them.
Likely best to install in a new save game.
