Scrap everything and import blue print
manually download
copy and paste to
Steam Libary\steamapps\common\Fallout 4\Data\F4SE\Plugins\TransferSettlements\blueprints
Sorry when in here make a new folder number it whatever number you wish then copy and paste inside the new folder
